EA Server "Server Manager" won't start

I'm working on a freshly imaged PC with Windows 7 Enterprise.

I installed PowerBuilder 10.5 and EA Server 5.5. The application uses the EAF three tier framework.

I have the Jaguar service running and PowerBuilder is able to connect to it, deploy components, and call component functions.

Server Manager aborts at startup with the famous Java "stack trace" error.

I would appreciate any suggestions on how to get Server Manager working.
