Crystal Reports 2013 SP06 cslibu-3-0.dll Error

Hello Experts,

As part of Business Objects 4.1 SP06 Upgrade, I've installed Crystal Reports 2013 SP06.

However, upon opening Crystal Reports I receive the following error:

I initially installed the BI 4.1 SP06 Client Tools beforehand, but even upon uninstalling those and then installing Crystal Reports first, I still receive the above error.  I also receive it with the Patch 3 update as well.  Should I try earlier patches?

I've seen this issue mentioned for previous versions of Crystal, but not 2013.  Has anyone come across this issue?
