Filtering on a group summary measurement

I have a report that is counting the number of time a group name is listed by ticket number.  I have a counting measurement CountGroup=Count(groupID) and only want those groups listed when the count is greater than 1.

I created a filter on the table for CountGroup greater than 1 and  returns 0 rows when applied.

Is there a way to accomplish this in Webi
